(It does not exist in English or Chinese - neither Mandarin nor Cantonese). That's why we may perceive it as both fu and hu. Linguistically, our brain cannot hear and distinguish phonemes that do not exist in languages we speak so we try to relate it to a sound we are used to, when in reality it is neither.

To clarify, the true pronunciation of is /ɸɯ/. Although most English speakers will hear and pronounce something along the lines of /fu:/ or /hu:/. The vowel sound will also be hard for English speakers to pronounce.
