One is おる, which is the humble form of いる meaning to be in a cirtain state. The other is ません; the negative form of ます.
Basically, any humble expression has to be added to the speaker's own action. Therefore, the one who is not allowed to do something is naturally the speaker, even though no subject is stated in it.
Take note that many native Japanese speakers frequently misuse honorific expressions and humble expressions without realizing. Unfortunately, some textbooks, too. So, good luck.
