The truth is I don’t know why. I’m not exactly sure of all the grammatical terms (Australians are lucky if they know what a noun, verb and adverb are...we only find about all the rest if we study a foreign language).
If I rewrite it to change the word order of forecast and weather, it adds more words. Being a statement issued by the government, they would make it sound officious.
The bureau issues fire weather warnings when the conditions of the weather forecast are likely to be dangerous.
