I don’t know if there’s a rule because they’re all so similar! What I will say is, specific implies greater exclusion, particular a little less and certain even less. If you were talking about a group of people in front of you you might say “That particular group of people”. If you were trying to point them out you could say “That specific group of people.” If you were talking about a random group of people you could say “A certain group of people”. You can interchange them most of the time and there are only very slight differences between all of them. Hope this helps!
