we can’t use devious as a substitute for detour
detour = alternative, and usually longer route because the original route is blocked
the secondary definition of devious (roundabout, like a detour) is not used imo. the only definition used is the first one, which means something like: using cunning or cheap tactics to achieve one’s goal
the devious conman was famous for using many methods to trick or swindle his victims.
devious is not used much except in writing or formal areas, such as documentaries, etc. in casual speech, you might hear something simple like: he’s devious. that’s really devious. (and it would usually be used in a playful way since the word is kind of too formal to use)
