How it is understood by the listener, depends on the speakers tone of voice. So it requires both the right occasion and a very specific and carefully chosen tone of voice. In most cases, "What a good idea!" can convey the speakers intended meaning well. Most of the same tones work just as well. Sarcasm and aggression being the exceptions.
