unsuitable = doesn't fit the intended target, doesn't work well, isn't made for the other thing. (Something that would not fit well with something else, like a hand would not fit well in a shoe.)
inappropriate = just wrong, absolutely not good to say or do, would be considered taboo, people would get angry or uncomfortable because of it. (Something that is not illegal, but is considered wrong, like walking in to an expensive restaurant without pants on.)
