Q:
in legislation what does it means "accounts", in the movie the dark knight when the mob were in court the judge reads their charges as "(x) accounts for~" , i do know that in English a person is "accounted" for something is simply them being called out とはどういう意味ですか?
A:
It's "counts" not "accounts."
12 counts of assault, 43 counts of fraud, 17 counts of wire fraud, etc. Each "count" is a separate instance of the crime they are accused of.
You are correct that someone being "accountable" (not "accounted") means they are said to be the responsible party, though.

Q:
what legislation gets to the floor とはどういう意味ですか?
A:
In the US congress "the floor" of the House or of the Senate means something like "the center stage." Something happening on "the floor of the House" is happening during an official session of the full House of Representatives.
So, after a bill has passed through whatever committee it was assigned to (budget, education & labor, etc.) it is voted on during a an official session of the entire house: it has "gotten to the floor" of the House.
If it passes, it is sent to the Senate, where the same thing happens: it is assigned to a committee, and they decide whether it "gets to the floor" of the Senate: whether it will be voted on during a full Senate session.

And legislation is laws, government laws
so if you put them together then drafting legislation is when you practice writing laws, so that it is ready to publish or edit after checking your draft ( your practice piece )

Q:
Recent legislation is bound to weaken smaller outfits, already hurt by a sales slump, and make them takeover bait. とはどういう意味ですか?
A:
Actually, I'm not a 100% sure, but it could refer to an actual clothes lines or (more logically) an organization or company being hit by their own dwindling sales and then the actual government hurting them even more (more taxes or ordinances to follow), which, ultimately, forces them to go bancrupt or let someone else buy them out or, to put it more nicely, "take over" their line. If you change "outfits" to "outlets", it could actually refer to shopping centers being forced to give most, if not all, ownership to other businesses, which is happening alot in the US, many malls are starting to get close to bankruptcy. Again, not 100% sure, I took accounting not sales.
