To massage an issue implies to me that there are some problem spots that need to be worked out. Finesse goes well with the "light touch" comment, implying use of delicacy so as not to disturb things/people. So perhaps a light touch "massaging" of the issue would then be, "find and resolve problems without being destructive or harsh."
