A: They are so similar, but personally I feel that in the context of talking about less physical, more abstract topics like events, or opinion, then you would use pervade. Whereas I think more commonly permeate would be used for more physical things like smell or liquid. Pervade can also be used for smells, so it feels more versatile. Permeate has a more science-like feel to it, so as mentioned already, I think it is used for physical matter.
