"publicize" means to deliberately make something public, or to communicate it to a large number of people.
"advertise" is similar, but has more of an implication of deliberately trying to draw people's attention to something.
"announce" means to essentially put yourself in front of an audience (either literally or figuratively) and tell them something you think they should know. It implies that other people's attention will be on you while you are making the announcement (so they will be aware that it is coming from you).
"declare" is simply to state something is true. It does not necessarily say anything about who you are declaring it to, or how public it is. You can privately declare something (to only a few people), for example. It does usually have a feeling of conviction, that there is no question (as far as you are concerned) that it is *definitely* true.
So "advertise" is usually used when somebody is specifically trying to get people's attention (for example, to buy a product, or to know about some situation you want everyone to pay attention to). "publicize" is more often used when somebody is not necessarily trying to get anyone's attention, but is just making some information public which previously wasn't (for example, by writing a newspaper article, or just putting it on a web page, etc).
