A: "I've drunk" is correct, but a bit formal sounding. If you are tired as a result of your drinking:

I drank too much shochu and now I'm tired.

If you're tired and you've been drinking, but the two are not related:

I drank too much shochu and I'm tired.

A: The expression "on the rocks" is always plural. ;)
Also, "I tried" sounds a little unnatural here. I'd say:
"I wanted to..."
"I was going to..."
"I was about to..."
