I have a exercises like that Report the following, and have two examples:
1. She must be very stupid to say things like that/ said Georgina. 'Shall I
tell her she's got the sack?'
2. 'No one must tell her anything/ insisted Harry. 'Only that she must
come and see me.
Answers:
1. Gergina said that she must be very stupid to say things like that and asked if she should tell her she had got the sack.
2. Harry insisted that no one was to tell her anything expect that she had to go and see him.
And my question is: why in number 2 I have to transform must in was to tell or had to go but in numer 1 I do not have to do this.

In number 2, 'must' is part of the instructions that need to be given to the other woman. You aren't giving instructions to the person who is reading your report.
In number 1, 'must' is Georgina's thoughts - Georgina thinks that the only way she would say things like that, is if she was very stupid. So you need the word 'must' in the report to show how Georgina came to that conclusion.
