ママ抜けてるとこ あるから… とはどういう意味ですか?

I think in this case, 抜けてる means "empty headed" or "careless", and combined with とこ, it becomes "empty headed/careless place"... but I'm not sure what to make out of it.

I think it's saying "Caused by Mama's careless part of her head...", but am not sure.
