Let me explain a little more.
Vacuum cleaners we use have power cords of 5 to 10 yards. When not used, they are all rolled up and stored in the machine. Only when you use it, you extend the cord. When you push the 'retract' button, the cord is supposed to get back into the machine automatically. Somehow, this mechanism often stops working right, and you get the situation described above.
