Silicon Valley is actually a place in Northern California near San Fransisco, and many engineering and technology heavy careers are based there. So the phrase “Silicon Valley entrepreneur types” basically means science and math oriented people whose jobs may be involved in cutting edge things, implying that they might be overly excited about their developments. The word eager however at the end of that is separate from the phrase, and means “excited” or “ready.” I hope this helped!
