Do you have some example sentences? It really depends on whether it's a statement or request/command. No one would tell you to "walk at left" but they would tell you to "walk to the left."
Triiniity has a good example of the differences between "to" and "at" in a statement. In "I'm going to walk at the park," "at" indicates that the park the location where the action (walking) is taking place--I am going to go to the park and walk around there. In "I'm going to walk to the park," "to" indicates that one is performing the action (walking) in the direction of the park. I'm going to walk and that action will take me to the park.

you can say “im going to walk at the park” (like exercise / just a stroll) or “im going to walk to the park” (going to)

@LynneeML Cambridge dictionary tells me "in direction of" for "at". So I thought It would be the same as "to"
For example:
"She walked at me." = "She walked to me."
