@naa That is the problem. ; )
By emphasising that governments did not control communication (for thousands of years) it suggests there was a time when they did.
It's like saying "for thousands of years people ate food." : )

@naa For thousands of years, communication between countries was not always formal. A lot of contact between people was not controlled by their governments.

@naa No, "...remaining outside government control" would be "was not".
(I think most contact has always been outside government control, but I'm only explaining what the book says. : )
