How the japaneses interpret this haiku?
苦の娑や桜が咲ば咲 いたとて
(ku no shaba ya sakura ga sakeba saita tote).
I found two options, but they have opposite meanings:

1- "world of pain
and the cherry blossoms
add to it".

2-"a world of grief and pain
cherry bloom
even then".

Wich one is correct? The pessimistic one or the optimistic one?

I think it is not a question of pessimistic or optimistic.

The world is full of pains and grieves, (that is what Issa felt at that time, totally depressed) And he saw the ironically beautiful cherry blossoms. He thought even such beautiful cherry blossoms can't do anything to cheer him up. A deep black sorrow swept across him.

But from a different angle of view of readers (of us), the deeper his sorrow is, the more beautiful the cherry blossoms are, as a strong ironical contrast.

It is true that cherry blossoms are beautiful to ordinary people( whose life is not so bad so far). But I presume that they look much more beautiful to issa's eyes because he was depressed deeply.
