As I was reading "Quicksilver" by Dean Koontz, I came across the sentence below.

She was five feet one and weighed maybe ninety-five pounds, prettier than any desert flower, of which there are many that dazzle.

I'm not sure about the last part.
Does "many" means many people, or many flowers?
