たら means the whole sentence is in an if-clause. So, because the main clause doesn't exist, it doesn't make sense.

Yes, basically たら should be followed by another clause. For example
明日晴れたら遊びに行こう。
If it's sunny tomorrow let's hang out.
空港に着いたら連絡ちょうだい。
If(when) you arrive at the airport, let me know.
However it's omitted here and you have to imagine what it is like according to the context (in most cases it would be like 笑い合えていたらよかった or 笑い合えていたらこんな状況にはならなかった), or it's just that an inversion happened so the another clause is placed before that clause ending with たら.
