When using negatives in Japanese for example, "すぽつはすきではありません"

is it always necessary to include では first? I'm sure I've seen examples in my studies without it but can't figure out if there's any reason behind doing so

yep if you are using dewanai / dewaarimasen you have to use it as is. otherwise you can use jyanai.
ではないis interchangeable with じゃない.
スポーツが好きじゃない
スポーツが好きではない

"ではありません" is the negative form of "です".
And then...
・I like sports.
(わたしは) スポーツがすきです。
・I don't like sports.
(わたしは)スポーツ(すぽーつ)は/が、
すきではありません。
is polite expression.

e.g.
・(わたしは) スポーツは/が、すきじゃない。(colloquial expression)
・(わたしは) スポーツは/が、すきでは
ない。(common expression)

Even if the meaning is the same, there are various ways of expression.

is that 「I don't like sports」？
スポーツは好きではありません
スポーツは好きじゃない。

This grammar is maybe 「ではありません」「じゃないです」、not 「では」

I am not sure what you mean by the first "では" that appears.
But is here the usage of "では"?

(If you don't like sports.in that case)
Alright, let's go the museum.
では、博物館に行きましょう。

@sava2 sorry if the example is incorrect grammatically but it's the first example I thought of. I meant dewa as used to say "dewa arimasen". I think the others overlooked my mistake as they understood the question and answered it but thanks for pointing it out it's helpful to learn from my mistake
