There is no "r" or "l" in the same sense as e.g. English, but in most "romanizations" they are written with [r].
The sound depends a bit on the word and the reading, but in the end it is actually a:
"voiced alveolar tap" (or flap), in english it is the "tt" sound in e.g. "better", or the "dd" in "ledder", so you see there is no voiced alveolar tap [r] in English, but a voiced alveolar tap [t].
In the end to a non Japanese speaker it can sound like in "L" e.g. in [ラーメン] "Ramen" which can sound like "*La*men", or a more clear "R" like in "ありがとう" "A*ri*gatou".
So it basically depends on how you "hear" it, more than how it is "spoken".

As you know we use R when we wright them in Romaji. But about pronounce, in my opinion, it is not R or L either. Please try to set your toung a little more inside than when you pronounce L.

私は、上顎の前歯にギリギリ当たるか当たらないかくらいの場所に舌の上面の先端が軽く触れる状態で発音しています。発音すると同時に舌は上顎から離れます。
ちなみに日本語にはRとLに該当する音が無く、RもLも日本語のらりるれろとは違う発音です。それゆえ、多くの日本人はRとLを聞き分けることができず、どちらの発音で話しても日本人にはらりるれろに聞こえます。

@bowzuckey thanks I'll practice about that! and what about う in romaji its U but mostly its sounds like I to me. Like in english watEr, buttEr.

I think we Japanese don't pronounce U when we say those words quickly.
For example, "smimasen" "arigatogozaimas" "sodes"
The first す of すみません, the last す of ありがとうございます and そうです are just pronounced as s. They are not pronounced su.

@bowzuckey Thank you so much! Then most of the time we use it as u but there are exceptions and we dont read う we skip it..?

@wesya Best way is really to listen to as much natural Japanese as possible, there is a lot of great media about it. It is like e.g. Turkish letters and English letter which do not exactly sound the same.
For English-Japanese content I can recommend:

For reading and writing Hiragana (and later Kanji) there is this website for Japanese children stories based on school grade, which can also help beginner.

you can read the stories while playing the audio and so it can help with reading, writing and listening skills.
Later on I would recommend to listen to media like e.g. news, podcasts and natural everyday Japanese.

@wesya LとRの音の差で問題になることは無いと思います。ただし、Dに近い音を出してしまうと、聞き取ってもらえなかったり、意味が通じなくなってしまうので、お気をつけください。

No.
I recommend pronouncing SU when you say す.
I just guessed and explained why you hear す as し.
Don't skip U.
You may feel some differences, but it should be easier to understand.

Pronounce SU nicely in the beginning. As you get used to it, the U will become shorter naturally, and you will be able to pronounce it smoothly.
