The verb 'meet' is used when referring to spending time with someone, either for the first time (as in an initial introduction) or for the first time in a while. So, when being introduced to someone for the first time you would say 'it is nice to meet you' and not 'it's nice to see you'. After any additional meetings, you start to use 'see'. For example, if you met the person again the next day you would say 'it's nice to see you again' and not 'it's nice to meet you again'.
We also use 'meet' to refer to appointments/schedules/plans. For instance, you would say 'I'll meet you tomorrow at the library' or 'I'm meeting John on Tuesday for coffee'. You can generally also use 'see' in this sense, but not really if you're meeting for the first time. If you have never met the other person, it would be very strange to say 'let's see each other tomorrow', for example. In most other instances, however, you can use 'see' in place of 'meet' in this context, but usually only when referring to friends/closer acquaintances.
'Meet' is also used in formal contexts, whereas 'see' is typically more casual. For example 'I'm meeting my boss tomorrow' sounds more appropriate for a formal, serious appointment while 'I'm seeing my boss tomorrow' sounds a lot more informal. Likewise, it's more appropriate to say 'I'm seeing my girlfriend today' than 'I'm meeting my girlfriend today' as 'seeing' suggests intimacy, whereas 'meeting' sounds distant and formal.
In summary- 'meet' usually refers to appointments/plans OR spending time with someone for the first time ever/first time in a while, and can, depending on context, sound more formal.
'See' also refers to spending time with someone, but is usually more intimate and less formal, and is not used for first meetings.
